| European Survey on the education of children with medical conditions 2007 HOPE has asked the European Parliaments to collaborate in working towards a common strategy to guarantee continuity in the education of children and adolescents with medical needs, whether in hospital, at home or in a rehabilitation centre. It was our intention that these answers and our HOPE Charter may be a good start for a discussion aiming at finding a common strategy to safeguard continuity in education of pupils that are also patients. In October 2007 HOPE sent a letter to the then listed addresses of all Ministries of education in the 47 member states of the CoE. We received 33 replies to the four questions which you will find below together with a general summary of the answers for each question. • General report by Gerd Fallk-Schalk about the survey (pdf), • Overview of the answers received in table • Single answer from each country Rome 2002 Members of Atelier 15 met in Rome in October 2002 with European colleagues to continue the work with the Standard on education of children in hospital. Hard work was done and good proposals came up. A draft 9 was finished to be presented to the Board of HOPE and possibly later for approval to the General Assembly in 2004. Also the future of our atelier was discussed in Rome, and there was an agreement, that as we have been working with texts for the Charter and a Standard for so long, it was perhaps not such a good idea to continue with the elaboration of another standard for qualified teachers as it has been proposed. On the other hand it was agreed that cooperation with other ateliers was wanted - and we welcome a future cooperation with Atelier 14 on Teachers' Qualifications. It was also agreed that we would try to intensify our cooperation with parents' associations. New members joined the Atelier in Rome. Some members of the Atelier happened to meet in Belgrade in October 2003, where it was agreed that it was time to hand over our work with the Standard for the scrutinising of the Board of HOPE. This was done by November 18th 2003. An European Standard on the Educational Care of Sick Children and Adolescents has been approved by the General Assembly of HOPE in London, November 2006. After Barcelona The work of Atelier 15 has been continued after Barcelona as decided by the General Assembly in elaborating a more detailed and precise text in the shape of a standard in observable terms on the basis of the charter. It was decided that the standard should have a similar structure as that of the charter and follow the ten points enlisted in it. The draft standard is therefore an enlarged text to explain, how we can imagine the principles of the charter fulfilled. Congress in Barcelona May 2000 The Board of HOPE met by the end of April 2000 and discussed the charter. A short form text was elaborated in which the main ideas was maintained. The reason was the wish to separate the document in a charter stating basic principles, which were presented to the General Assembly in Barcelona May 2002 - and a more detailed and precise standard to be worked out at a later time. This third draft for a charter was adopted by the General Assembly after a long, difficult and complicated process. A draft Charter The joint result of our very successful seminar in Meissen was a first draft for a European Charter for the Educational Care of Sick Pupils in Hospital and Home Tuition, which was published for comments of members in Newsletter 4/99. Quite a number of proposals for change and improvement were received and a second draft was published in Newsletter 1/2000. Seminar in Meissen October 1999 A seminar was conducted in Meissen for the HOPE Atelier 15 and Saxon colleagues with the objective of completing the work on a charter for children in hospital. A report on this seminar has been published with the title The Rights and Educational Needs of Sick Children. HOPE-Workshop 15 The HOPE Workshop 15 on Sick Children's Rights had been formed the year before the Uppsala congress in May 1996, but had not started its work, although by the congress almost all needed documents had been collected. The idea now was to extract everything of relevance to hospital education from the texts and to sort out the essentials after their common content. Congress in Uppsala May 1996 Already on the Congress in Uppsala May 1996 it was accepted, that HOPE would seek to develop a charter for the education of sick children. This happened as a result of a proposal presented to the Congress, which was adopted by the Board and the work referred to Atelier 15 on Children's Patients' Rights. We have already completed: *A seminar conducted in Meissen/Germany, October 21st-23rd 1999 on The Rights and Educational Nededs of Sick Children. *The elaboration of A European Charta on the Educational Care of Sick Children in Hospital and Home Tuition, April 2000. *An European Survey on the education of children with medical conditions 2007-2008 ----------------------------- |
